To get the effect of the sprayed heart using the paper doily heart (which is from the Vintage Valentine embellishments by Baers Garten Designs):
Inner Glow - colour ffffbe, size 0, opacity 75%
Outer Glow - colour ffffbe, size 250, opacity 37%
Blending Mode - soft colour
Layer Opacity - 83%
ETA if using a different colour background from the heart, I suggest you re-colour the heart to suit before applying the layer effects.
