Project - first fairy attempt

I have photoshop elements but I cant get the brushes downloaded. Did you download the brushes from Obsidian Dawn website? I love the picture. I have been trying to get it to work because I love this technique.

I just love these fairy pics! They're cropping up all over. I hate to sound like a doofus but what is PSE?! I'm assuming PhotoShop, something. I have an older copy I purchased about 4 years ago, PS 2.0. What is it, and how much $$? I want to try this SOOOOOO bad! Thanks!
