Do you have the 3rd party software? Sure Cuts a Lot or Make the Cut? You can no longer buy this for the Cricut (Provo Craft sued them a couple years ago), so if you don't already have it, you are SOL.
That is the only way to use files, other than Cricut cartridges.

Unless you bought Make the Cut or Sure Cuts a Lot software long ago, before the lawsuits, you won't be able to use any non-Provo Craft designs with any Cricut.
If you bought Make the Cut software long enough ago and have the original "personal" Cricut (a.k.a. "Baby Bug" ), you may be able to use these files. If you are talking about the newer Cricut Mini, which I have also seen referred to as a personal Cricut, there is no hope of using it for anything but what you can buy and use from Provo Craft.
You can use the online Cricut software Cricut Craft Room to do a few things, such as make designs kind of like what you linked, but you will be limited to Provo Craft designs. They do have a variety of card designs, although I'm not that impressed with most of them.
If you want to be able to cut the file you linked, or any of the Cuttin Cafe files, you need a different machine and probably something like the MTC software.
