There's a college freshman that was on ds's X country team last year who we are taking to watch an Invitational next weekend. He's honestly more my friend than ds's. Good kid that I adopted as my own. Rough life. Anyhow his Birthday is Thursday and I want to send him back to college with a care package. His father passed away about 5 years ago and his mother doesn't have much.

Ideas are appreciated!!!

I'd get some snacks, definitely bake some cookies, and a Target gift card.

Snacks, snacks, and some more snacks.

Gift card of some sort for sure: target or walmart-- whatever's got food AND sundries.

And maybe a little bit of cash. My uncle used to always do the $20 handshake with his kids before they left home to go back to school.

Maybe drop him an email or something and just ask him whether there was something he now realizes he forgot to take with him when he left that you could make sure to "remind" him to take back with him (and then "remind" him by putting it in the package.) I'm thinking things like an umbrella, or bandaids, or batteries, or extra razor blades, etc.

Don't forget toys... Some small seasonal toy.. Like bubbles or frisbee in spring.
Favorite study foods.. Like peanut butter crackers, poptTarts, jerky, My dd was close so postage wasn't a problem... I also included smart water! You could also add water flavorings. Starbucks gift card.

homemade cookies (my daughter requested chocolate chip cookies for her birthday a few weeks ago.)
I always throw in little trinkets (for a girl though -- nailpolish, hair scrunchies, 17 magazine). Just something little that you know he might use.

I try to stay away from stuff that accumulates -- those dorm rooms are small.

On my campus everyone dresses up for halloween. Maybe ask if he has heard about his campus's halloween traditions and help him out with parts to an awesome costume.

That's true on my DD's campus -- last year I shipped her a box of old dance costumes for her and her friends to wear. They had a blast with sequins, spangles, and feathers.
