Photoshop Elements 10 and resizing images

I have been trying to use photoshop elements to print out photos for a wedding album. I want the photos to come out at specific sizes such as 8.5 x 11. Or I may want to be able to fit a specific number of photos on 1 8.5 x 11 document. When I resize the photos using photoshop (after I have downloaded them from Snapfish at high resolution) they do not print out at a good quality and have that "blocky" or fuzzy look or the color is off. However, when I use my Ipad and export them from photogene to print them they print out beautifully even at the 8.5 x 11 size. I would really like to be able to learn to use photoshop and I don't know what I am doing wrong within that program!

What is your resolution set to? For print it needs to be 300 dpi.

If you are using the crop tool, make sure the dpi is set to 300.
If you are copy/pasting make sure both documents are sized to 300 dpi.

If you are downloading from snapfish, there might be some compression issues from snapfish.
