There may be better things out there just for receipts, but here is one thing that might work for you:
There is an app called FileApp. With it, you can import Word documents to your iPad in jpg form. Then from FileApp, you can send the file to an app called GoodNotes. On good notes, you can use a stylus or your finger to sign documents or make notations. Then you can e-mail the documents (like you might want to do with a receipt) or do whatever you want with them. I've used Goodnotes mostly as a notetaking device at conferences. Sometimes it is just faster to use your finger than typing on the keyboard. There is a free version of GoodNotes, but I have been using the paid version, which I think is a good deal at $5.99 considering all it does. So you might test out the free version although I bought it so long ago, I can't remember why I decided I wanted the paid version.
So maybe what you could do is put your receipt form on GoodNotes. There is a duplicate button there so you could make as many copies as you need and then fill them in and have them signed. It is worth a look anyway!
