I'm going to make a big guess that these are REAL gold polka dots. In other words, someone took a photo of some polka dot paper that had gold foil dots on it. The big clue is that all of the dots look different because of the way the light is hitting it. Most likely, a Photoshop creation would have all the gold dots looking the same.
However, there are ways to create metallic looking gold on a layout or design... you will either have to create your own gold, or download a gold style from the internet. You can Google "Free Photoshop Style Gold", and you'll get a bunch. You'll have to download them, load them and try them out. Many, if not almost all of them, have a bevel, drop shadow, etc on them. You may have to eliminate that feature.
If you are an expert Photoshopper, this will be a snap, if you are a beginner, you will either have to patiently wait for me, or someone else to help you, or you'll have to find a tutorial that will help. It might, or might not be that hard, depending on your Photoshop experience and skills.
