I want to make a scrapbook for my parents anniversary this Valentines Day. I really wanted to be creative, that it won't cost me too much as well. So any ideas how I'll be able to achieve an artistic but durable scrapbook for these two beautiful people in my life?

I think it would be helpful to know a little more about what you want to do. This is the digi board, so can I assume you want to do something digital? Perhaps like a bound book? Or perhaps use some pre-made quick pages to add special photos to? (Although you said you wanted to be creative, so perhaps this isn't the best idea).
Do you have experience using photo editing software, like Photoshop, Photoshop Elements, PaintShop Pro? If you have a handle on using that type of software, there are many creative options for you, such as templates, kits, and even simple pages you can create from scratch.
However, if you don't have any background at all, trying to make a scrapbook in just a few weeks might not be the most practical solution, because of the learning curve.
There are several companies such as Heritage Makers and Creative Memories, that provide their own online software, and helps to take you through the creative process step by step, without too much background. However, they aren't always the most creative option.

Having a bound book printed is probably the wisest choice, and you can even upload photos to different sites such as Snapfish (sorry, I don't really remember all of these different printing companies), and even Costco and Walgreens, and they provide simple templates and pages. You just add the photos and the wording.

Like Stef. I guess we would need to know how much you already know how to digiscrap to give you an idea. Also how much time you would have to work on it.

I might suggest Shutterfly.com as an option that doesn't require actual "scrapbooking" in the way that most of us here would do it. They as well as other companies have templates that you can choose and some customization of using decorative elements on the site itself. Given your time frame, that might be the best option. If you are looking to give it as a Valentine's gift, it usually takes a week or two to receive it once you order it.

If you want to do a bound book where you drop in photos, I would recommend:

Shutterfly

for small mini books, I recommend:

Paper Coterie

I am planning to use Photoshop since I got more experience with this software. As much as possible, I want to do it myself. I am starting it already like choosing and editing some of their photos together which I think can look best in this digiscrap I'm planning to give them. And yes, this is for Valentines. Hopefully, I'll be able to finish it though I'm not that confident enough. Do you think I'll be really needing help from digiscrap professional?

You can still use PhotoShop and do a photo book.

If in a crunch for time, I suggest do a photo book like Shutterfly and use some of their predesigned pages where you just drop in your pictures and do some more creative pages in PhotoShop.

I do this quite often - do an 8½x11 or 8x8 etc. layout in PSE - save as a jpeg and then insert it into the photo book as one picture that takes up the whole page.

Doing this combination would allow you to be creative and save you time with the pre done layouts.
