I was going to purchase about 12 colors. I want to get to full size ink pad not the ink spots.
So, for a new person to Stampin Up what is a good color palette to start with.

My Favs:
Soft Suede (med brown)
Kiwi Kiss (med green)
Real Red (red)
Crushed Curry (like a dirty yellow?)
Marina Mist (med blue)
Pumpkin Pie (orange)
Crumb Cake (kraft)
I would basically write down all the colors you want (red, blue, green, yellow, orange, etc) and then look in the catalog and select your favorite version of those colors. I have tons cause I used to demo. Now I love them for my AE stamps.

Depends on what you are planning to do with them.
Me I would get Basic Black and then Holiday colors like Real Red and Pumpkin Pie. If you stamp flowers then get a couple pinks and green. Having two colors one light and one dark gives a nice contrast.
ETA - I just wanted to let you know the pastel color are really really light so just an FYI.

Are you planning to buy any of their patterned paper (they call it Designer Series paper), if so you may wish to buy some of the colors that coordinate with the paper that you are buying.
I would also take into account what kinds of projects you think you are going to do the most - for example...are you scrapbooking mostly? If so, are you doing holidays? Boy-themed stuff? Girl-themed stuff? Outdoorsy stuff? If you are making cards - are you thinking holidays or feminine & flowery? Etc.
I demo, so I have a ton of colors. But my go-to colors are:
Real Red or Cherry Cobblier
Pumpkin Pie
So Saffron
Old Olive
Early Espresso
Tempting Turquoise
Rose Red
I would definitely recommend their whisper white cardstock - it's great for stamping. If you don't already have a black or basic gray ink pad you might wish to get those. The quality is great, and I love having gray for a softer look.
I guess it really depends on your tastes & what you're planning to use them for. You won't be disappointed. I would say that I did buy the spots to start out with and I regret that - I wish I would have just put that money towards full-sized pads, even if it meant having few colors to start with. So I think you are doing the right thing there!
Good luck and enjoy - they make a great product and they stand behind them!

A little tip/advice: get the ink refill for every ink pad when you buy it - don't wait until "later" even if it means you get 7 or 8 pads instead of 12 -
I used to be a SU demo and that was a hard lesson for me to learn because I was so in a rush to get as many colors as possible - but a very important one - !
I agree with others colors are such an individual thing - your best bet is figuring what projects you're doing first -
Basic black of course is a standard and get a few other neutrals and then go from there -

I personally love chocolate chip for a nice brown color. I use it all the time. Early Espresso is even darker if you prefer that. Basic Black is also a good staple. Real Red, Pumpkin pie, Old Olive, and Rose Red are also favorites of mine. I agree with other posters who have suggested thinkig about what you will be doing with them the most--scrapbooking or cards or other things and then what type of themes you will be doing--florals, children, etc? That should help you narrow down your choices. Your Stampin Up demonstrator may be able to help you narrow down your choices as well if she knows what you will be doing. Hope you find what you are looking for/needing!

My most used it Basic Grey, love that color. I really like Real Red as well, a lot of reds are slightly off to me but that one is awesome.

Other than basics like black, brown and grey, I
Think you should look at what you would actually use most rather than what others would. Everyone is different and prefers different colors.
