I have seen some great tags with unusually colored reinforcement holes and wondered how they did it.

That's what I do. I have a small circle punch that is just the right size, then I punch another with my hand punch in the middle.

I have the punch that you are talking about. It's in storage right now so I can remember the name or who makes it. I think I got it at Michaels a long time ago.

I do the hole punch first in my sheet of paper and then use the small circle punch to complete the "reinforcement" piece. It's easier for me to center the bigger punch around the smaller hole.

One of the punches in the Stampin' Up! Little Labels Punch Pack makes a cute tag reinforcer, IMO. I use the most circular one, attach it to my tag, and then use a regular hole punch to make the hole in the middle. I've also used the fancy oval-ish shaped one as a tag reinforcer by scoring it in the middle and folding it over the top edge of the tag, then punching with a hole punch. I like to punch my reinforcers out of dark kraft paper, or better yet, those brown hanging file folders, to make them look more like the shipping labels you buy.
