You could try Stazon stamp cleaner on a throw away photo to test it. Hairspray works great on ink but, again, I would test it first. Did you try baby wipe?

Maybe scan them and try to fix in PSE.

Try some UnDu. It might work, and it won't damage your photos.

I do! I do! It's called "PEC-12". It's an archival photographic emulsion cleaner. I've used it since the 80's on both negatives and prints.
The spray bottle says, "Pec-12 cleans film or print surfaces of non-water soluable stains, including ball point ink, most permanent ink, finger oil, grease pencil, adhesive residue, smoke and soot, fungal growth ect. Evaporates almost instantly without effecting the emulsion."
I order mine currently from B and H (a huge photo store).
Take caution-this liquid should be used in a ventilated room. Take the time to read the cautions printed on the side of the plastic spray bottle before using.
This stuff works very well!
