The self-proclaimed "America's Toughest Sheriff" joined forces this weekend with action movie star Steven Seagal to train volunteer armed posse members to defend Phoenix-area schools against gunmen.

Maricopa County Sheriff Joe Arpaio announced the controversial plan in the wake of the December Newtown, Conn., school shooting that left 27 people dead, including the gunman and 20 first-graders.

The exercise took place Saturday at a closed school site in suburban Fountain Hills, outside Phoenix, where sheriff's SWAT members acted as shooters and teenagers played the part of students during mock scenarios involving up to three gunmen.

Seagal, best known for his roles in movies such as "Above the Law" and "Under Siege," will lead training on hand-to-hand defense tactics, among other techniques, drawing from his expertise in martial arts, according to a sheriff's office news release.

Arpaio's office didn't respond to requests for comment Friday, and Seagal representatives also did not return telephone messages from The Associated Press.

When faced with criticism in January about the school posse plan, Arpaio snapped back: "Why would people complain about my posse being in front of schools to act as prevention?"

He boldly announced the plan on the grounds of an elementary school, saying at the time he wanted the patrols publicized.

"I want everyone to know about it for the deterrence effect," Arpaio said, adding that no taxpayer money would be spent on the patrols and volunteers will be supervised over the radio or telephone by actual deputies.

Arizona Democratic House Minority Leader Chad Campbell called the plan to use Seagal as an instructor "ludicrous."

"Steve Seagal is an actor. That's it. Why don't we also have Clint Eastwood and Chuck Norris and Bruce Willis come out and train them too while we're at it," Campbell said.

Campbell has been a vocal critic of Arpaio's school posse protection plan, complaining that using untrained, armed civilians to protect students is a bad idea and likely will only make the facilities more dangerous.

"He's making a mockery out of it. You're having a movie actor train people how to protect schools?" Campbell said.

Randy Parraz, president of Citizens for a Better Arizona, also a longtime Arpaio critic, said it's unfortunate the sheriff, known nationally for his tough stance on illegal immigration, is using the "wake of a tragedy like Newtown" to grab headlines.

"We'd like to think he would take something like this much more seriously," said Parraz, who added that his group planned to be at Saturday's event with petitions to recall Arpaio.

The patrols were launched at 59 schools in January throughout unincorporated areas and communities that pay Arpaio's agency for police services. The sheriff announced this week he needs more members to continue the patrols, calling for 1,000 additional citizens to step up and volunteer.

Current posse members already are used to bolster the sheriff's office force by providing police protection at malls during the holidays, directing traffic and transporting people to jail.

Arpaio even sent one group of posse members to Hawaii to conduct an examination into the authenticity of President Barack Obama's birth certificate.

Joselyn Wells, a mother of three children at a school in suburban Phoenix, where Arpaio's posse has begun patrolling, said she was excited to hear about the initiative.

"A lot of people sit around and watch these things happen, watch key signs and no one wants to do anything about it," she said when Arpaio announced the plan. "Nobody wants conflict, nobody wants to be out in the limelight. And he doesn't care. He wants to do the right thing."

Andrew Sanchez, however, a town council member in Guadalupe, said he wants nothing to do with posse members patrolling schools in his community, which spends about $1.2 million annually for Maricopa County sheriff's patrols.

"We are paying him to have certified deputies here, not to bring a circus and not to use our town as a political platform," Sanchez has said.

The volunteers, dressed in uniforms and driving patrol vehicles, some authorized to carry guns after training, won't go onto school grounds unless they spot danger, but will instead patrol around the facilities, Arpaio said.

Seagal is already a volunteer posse member in Maricopa County, and has been deputized with sheriff's offices in New Mexico, Texas and Louisiana, where a film crew followed the actor on ride-alongs with Jefferson Parish sheriff's deputies for the reality TV show "Steven Seagal: Lawman."

Arpaio says other notable people also have joined his more than 3,000-strong volunteer armed posse, including "The Incredible Hulk" star Lou Ferrigno and actor Peter Lupus of TV's "Mission: Impossible."

I don't feel sorry of AZ. They keep electing him so they know full well what they are getting. And Seagal exhibiting his great intellect by not realizing marital arts for the screen is very different than martial arts for defense. He should feel some shame and be saying "no way jose"

I don't support everything he does. I don't live in the area he represents, so I can't vote for him or against him. He is a media hound. The media loves to give him the attention he seeks. Eh...it will have zero impact on my kids school(s).

I don't think my title's rude at all, plain and simple, I am embarrassed for the state of AZ. This sheriff and his whackanut plans are a reflection upon the area or district that keeps voting him into office. I am embarrassed for those who didn't vote for him and those outside of the area. Simple.


Don't you just wonder the types of Volunteers that will come out of the woodwork to work under Seagal. Frankly, I think it will attract some real delusional wannabe yahoos.

Arizona politics has had plenty of media hounds over the years. We have a terrible track record on both sides of the political aisle. Every state has their eccentric/odd politicians.

I think the title could have been worded better. Maybe leaving off the Az'ns should feel embarrassed. I am sure it is a petty complaint from me. However, it struck me as an odd title. Also I thought it might be nice to clarify that he only represents a portion of the state. I guess I am not big on generalities about people from an entire state/any state.

It is only your opinion that as an Arizonan I have something to be embarrassed about.

While I don't have an opinion either way, Seagal actually started out teaching many methods of defense training before he went into Hollywood. I'm sure using someone with a big name was probably intentional, but he does have the background. Had it been Bruce Willis, I would have driven to AZ.

But as far as this from the article...

is using the "wake of a tragedy like Newtown" to grab headlines.

Ack! I happen to live in Fountain Hills, AZ. He's a residence of this town, and my kids went to the elementary school they had their little practice at. You aren't the only one that is embarrassed by him. We often see him around town, driven by officers in his hummer. Makes me just shake my head.

Basically maricopa county is Phoenix. I'm in Pima County, here is a map if you scroll down a bit

Being the most populated city in the state, and his massive need for another 15 mins. of fame is why it looks like he wields so much power. But he really just doesn't.

He is just using his notoriety to get attention, plain and simple. I don't like or trust him, because I think he has an ulterior motive for everything he does, which is to again, get attention and gain more notoriety for himself.

However, I don't agree that all AZ'ns should be embarrassed. One part of AZ elected him sheriff, not all of AZ.

All of the fussing about the election is getting old, really old. It's over with...I for one would like to move on and look forward.

If you are on the right side of the law, Joe probably doesn't appeal to you. Yet he has been re-elected five times, and the convicted criminals hate his guts. That's what works.

He has five decades of law enforcement experience, he's been all over the world working with narcotics, a huge problem for a border state. The man gets the job done, even if there are those who oppose his methods or his unconventional tactics. The Maricopa County Sheriff's Office is the third largest in the U.S. This isn't some little hick sheriff, in Podunk, USA.

I believe that all schools and communities across the country are using the Newtown mass murders to justify plans and ideas for keeping kids safe at school. Joe isn't the first, and certainly it shouldn't matter if Seagal is there or not. SS is a trained martial artist, and became an actor because of those skills. What the Hell, try anything at this point. My grandchildren live in Maricopa County, hell yes, I want their schools safe, and I don't care what it takes.

If Arpaio really had the best interest of Maricopa schools at heart, I'm sure there were quite a few other resources he could've utilized, to get the job done.

Please don't judge me for what the people of Maricopa county did. I didn't have the chance to vote in that race so don't judge me for it's results. I agree with Heidi.

I'm in Maricopa County. The Sheriff's Posse is at 1 high school and 6 grade schools that feed into the high school. There is a 7th grade school, but it is on the other side of the interstate and is City of Phoenix. (ETA: These are the schools in my town. I think that they are at a total of 59 schools in the county, but 7 of them are in my area.)

Sheriff Joe goes looking for media attention at times (birth certificate situation) and other times, the media comes looking for him (Posse at the schools).

Seagal lives in Maricopa Cnty and has for years (in Scottsdale). If his name was Joe Smith with a thousand plus hours of fire arms experience under his belt, you'd be impressed. Because he's Seagal, it's showboating.

Some of you act like this training was for rookies with guns. It wasn't. These are people that were already members of the Posse, already carrying weapons, already trained in law enforcement and know what their limits are within the law. They were there for additional training to protect and defend the children in the schools, as opposed to other situations that the Posse may be a part of.

Aslan, there's two schools of thought on this. One is that recent shootings (OR, CO, CT, for example) have all been in locations where signs clearly say that no firearms are allowed. A gunman knows that they have a building of people that can't fight back, making those locations clear targets. Could he have put Posse in place without letting anyone know? Sure. By putting it out there that these places have a Sheriff's presence that is armed, well...maybe the bad guys will just move on down the road to the next location that isn't covered.

Just to make things clear, these Posse members are fully trained, they are volunteers doing a job. They are not paid, so there are no tax dollars being spent. They have ongoing training in various situations (which is what went on Saturday).

So, hate on him for the birther situation. Hate on him for Tent City. There are a lot of reasons to dislike the guy. There's a lot that he does wrong.

But, while they are twiddling their thumbs in Washington DC and crying about gun control while entering meaningless legislation that is a copy and paste of current laws that aren't being enforced, Sheriff Arpaio decided to do something that is within his control as the sheriff of the 3rd largest county (located in a border state)in this country.

This sheriff is another whack job inviting other whack jobs to take his posse on at a school. There will be a tragedy because of this moron's lunacy.

And Stephen Segal? That's the best he could do? Here's a crazy concept, get a REAL fighter to teach hand to hand. Not some washed up has been.

Sorry Kim, it doesn't matter to me if it was Seagal or not. Armed volunteer posses at school seem nuts to me as well. Not something I can agree with.
