Two peas in a bucket has some free printable digital kits. You could print and then cut them out.
Try looking on Pinterest too.

Check pintrest for ideas and also you tube....I cute a lot of my paper into embellishments.

Google make your own embellishment scrapbooking and there are lots of ideas out there.

When I first started there weren't many embellishments. I made my own from computer clip art. Microsoft Office has a website of free clip art. There are loads of other places to use too.
I also searched for coloring pages online. Some fun stuff can be found that way.
Also a lot of scrapbook embellishments come from other crafts, like sewing, where you can buy the same or similar item much cheaper; often on clearance if you are patient.

Take advantage of the things you already have around your home. Paper clips, ribbons, clothing tags, buttons off of old clothing, old silk flowers that you can take apart, bottle caps from drinks, fabric from old clothing to make fabric flowers, make chipboard from old cereal boxes. I was just about to post what ribbonjunkie posted! There are so many found items that you can turn into embellishments. Also, go to Pinterest and type in 'free printables' - there are a ton.

There was a thread a couple months ago about making embellishments... I can't link it using the app, but search for "making your own embellishments..." and it should come up...
Pinterest is a good place to start, and Google... If you're looking for images to print search something like 'free vintage printables' or 'free valentine printables'... I search Google by clicking on the images option so I can scan through the results faster... Also try searching other terms, not just 'scrap booking'... Try paper art, collage, artist trading cards, mixed media... Any craft that would use paper or images...
The other good spot to find stuff is on blogs... Scrapbooking, card making, paper arts, etc... A lot of bloggers are generous and will post freebies every once in a while... You can also check out sites for digital stamps... Birdie Brown offers freebies I think about once a month and they're always very cute... You can print them out and colour them, or print them on patterned paper and paper piece them...
Check out the free videos on here too... They might not be about making embellishments specifically, but there's lots of ideas that would work... Wilna (hope I have that right, can't check on here), made a page using a thick texture paste and craft paints... A Pea took that idea and made a stencil with paper, and filled it in with the thick paste to create feathers (hope that's right too) on her page...
Other things that come to mind are origami - hearts, stars, bows, boats/hats (how to videos online), stamping on patterned paper and fussy cutting it out, banners/pendants/flags can all be fussy cut, confetti is a fun look, layering can be done with just papers, you can sew or stitch with needle and thread or draw the stitches on with a pen, you can make your own stamps by carving an eraser or even just using found objects...
What style or embellishments do you like? I'm sure if you mentioned what you were hoping to make someone can help with the how to...
