If I paint a layer of chipboard with paint, and let it dry, then paint a layer of modge podge and sprinkle with some glitter, let it dry, and then put another layer of modge podge to seal in the glitter(so it doesnt flake off everywhere) will it dull the glitter? Sounds stupid,I know, but I'm curious!

Depending how fine/chunky the glitter is, I notice a slight dullness.
I hate that MP can feel tacky after drying, so I use Martha Stewart's Gloss Topcoat. Glitter shines through and stays put, but is smooth to the touch.

I mix glitter right into the mod podge and paint on like 2-3 coats depending on how sparkly I want it.

It also depends if you use glossy or matte - also they have a a modge podge glitter that has glitter in it! It's very sparkly!

i have also heard people put glossy accents over glitter.
