(matte) Heavy gel medium, it is used for body as well as a few other things. Keep in mind that it goes on white, but dries clear. It also is archival, won't yellow or destroy a photo. Its an artists medium, and can be used very easily in stencils. I do it all the time
Clear Gesso is not really very thick (also has a texture to it, much like very fine sandpaper).

I like to use Golden's matte medium. I find Mod Podge to have a slightly tacky feel to it even after it dries.

Heavy Gel Medium would work - or maybe try Wendy Vecchi's new Clear Embossing Paste (by Stampers Anonymous/Dreamweaver stencils.
